I think penalty kicks should be awarded more often, on a couple of conditions...
1. The player who was fouled is the player who takes the penalty kick...
2. The penalty kick location is moved backwards by 3 meters. Giving the goalie a better chance at a block...
3. Improve the offsides rule, so that instead of any part of the player being offsides makes it an infraction, make it so that any part of the player being onsides makes it legal...
Do those three things and soccer becomes much more watchable.
4 (possibly) make faking injuries an automatic 10 minutes on the bench, while your team plays a man down.
