I don't think "sincerely wishes to stop" adequately covers it.
I'd sincerely like to stop being snarky sometimes. But does that mean I'm addicted to being snarky?

Most definitions of addiction include an element of the activity one is addicted to having a negative impact on their employment and family life due to not being able to control the behavior at appropriate times.

There is stuff I'd say I sincerely want to stop doing that I don't think comes anywhere near that level. Though maybe it works for situations like when someone says they're addicted to a certain soda or TV show - that they'd like to stop drinking or watching, but they "just can't help themselves". Now - if they start missing work due to staying home to drink that soda or watch that TV show to the point that it's having a negative impact on their employment - that's when we can talk about it being an addiction.
