tackling with the helmet...but there needs to be more clear cut language in the rule. Basically if a 3 year old might consider it targeting then they will call it targeting. Until the next ref decides it isn't. Its the weirdest thing.
Also, when the "tackle-e" is the one who shifted at the last second there is nothing the tackler can do...penalty shouldn't be on the tackler.

The way targeting is handled drives me nuts
