A month ago we showed up at the Louvre expecting to buy tickets there, but we were required to buy online. Caused quite a delay.

We bought Eiffel Tower tickets in advance as well.

Buy the Paris museum pass, includes transit, gets you to the front of most lines

Some people do it once at day and at night. Personally I'd say 5:30.
