Some people do it once at day and at night. Personally I'd say 5:30.
But you also have to see the tower at night as well, the Arc de Triumph is another cool attraction by night it has a good view of the Eifel tower. Unfortunately Notre Dame is closed, the facade on the entrance looks amazing lit up.
