While I agree, sometimes the prosecutor will go for the worst charges instead of
a more reasonable, "palatable" charge for the defendant to plead guilty. HOWEVER, that concern could be allayed if the judge was free to give reduced sentences for those who plead guilty, even if the guilty plea is to the more serious charge. That would give the judge leeway to consider previous criminal record, extenuating circumstances, injury to others or damage to property, etc.
