If that particular program ranks well I see no reason not to go there vs. any other large state school. I'd go to a better school undergrad if I could but grad school is a different animal. Even then Utah is probably the 2nd best undergrad school in the state. Your friend will get exposed to the good and bad of having the church be the largest religion, including good members, bad members, good non-members and bad non-members. But exposure is more limited as a grad student and she'll be fine.
