No, it is likely because there was a "First Move Forward" policy in place that
requires everyone to ensure that the first move the vehicle makes is in a forward direction. I think the principle was first championed in construction and heavy machinery environments and was shown to reduce accidents, so it has filtered out to military, police, and many other areas.
