In the 90s, yes. You would be correct.
They did want BYU/Utah back then. But, more wanting BYU and respected BYU. But they weren’t too keen on Utah (that would be 10~15 years later). BYU wouldn’t leave Utah behind, so the discussions never progressed.
From about a decade ago forward, though, how BYU is viewed is much different than the how you described from back in the 90’s.
