You can’t really get what you are looking for under $300.
If you want to draw right on the screen, an iPad + Apple Pencil would be a good starting point. After that, Wacom Cintiq and Microsoft Surface work well, but are usually much more expensive.

Those inexpensive tablets that Wacom makes aren’t too bad, if you don’t mind being tethered to a computer. They are good for getting your feet wet in digital art.
