This appears to be fake news. There isn't mention of this anywhere other than
this tweet.
Of course the Big 12 did say that it was taunting for players to mock the other teams hand signals, and some West Virginia players got unsportmanlike conduct penalties for doing the horns down, but Texas players also got reprimanded by the Big 12 for mocking Oklahoma.
