The possible backfire of removing to hc office and transferring the stewardship
Of hc issues to the local bishops and clergy for non LDS. Due to how inexpensive it is to attend BYU I remember reading a statement from a student declaring themselves LGBTQ that the only reason they attended the school was due to how cheap it was.

My thoughts are how does the University meet that challenge of those who without the strong arm tactics seemingly displayed by the honor code office would never report or any reports would fall upon their "clergy" this not reported.

Would this encourage an increase of lack of self reporting thus increasing the lifestyle influence on campus or among students the church doesn't want?
