Pretty sure that’s blocking someone, which is different than both an ignore and recip ignore.
A block allows somebody else to see your posts still, but they can’t reply and they can’t use the reaction features on your post. And they get a big old warning after clicking your post about it. But they can still see your posts, so it’s not exactly a recip ignore. And I think there may be a limit on how many you can give out?

If there were a user that particularly annoyed you, yes you could place them on ignore so you don't see their posts
