IMO, those types of hits should be considered part of the targeting penalty

In those plays the defender is clearly looking to cause injury to the intended receiver. I mean how many players have torn their ACL or suffered season ending injuries from those types of hits?

Not even remotely the same. One is a defenseless WR jumping off the ground, the other is looking straight at the blocker
