Bring in talented, athletic guys who haven't had the opportunity to play much or want different scenery for whatever reason. Go after guys they wouldn't have had a shot at landing out of HS.

Hit the portal hard. Treat it as JC reruiting, of sorts. It's still up to the players to want to be here, but give them the hard sell. Maybe after a few years of having some success with some athletes, they could parlay that into successfully landing those types of players directly out of HS.
