^^^^^This Was one of them wearing #7?
It isn't illegal to change numbers as long as the other team knows what players will be wearing what numbers. For example, you might have a #11 that plays offense and a #11 that plays defense but both of them play on special teams. Both can't be on the field at the same time. Ironically USC learned that last weekend when a 61-yard kickoff return due to having two #7s on the return team.
