My understanding with new rules clock starts running as soon as they set the
Ball :01 second wouldn’t be enough time to line up and snap the ball. A few years ago the clock completely stopped with a first down but it no longer stops until the ball is snapped. The clock would’ve restarted as soon as they set the ball. There would not have been enough time to lineup, snap the ball and spike it with a running clock going as soon as they set the ball

If the runner runs out of bounds, then the clock Would have stopped until the ball is snapped
