Yes there is the little old lady who is just being dumb by being in the fast lane. But more often it is someone who thinks they are going 75, 80, 85, 90 whatever it is so they are entitled to being in the fast lane and won't pull over to let someone behind them go by. The truth of the matter is that the "fast" lane should be a passing lane not one where people park themselves for their entire journey. Unfortunately it simply doesn't work that way.
