before the measurement, then it went to zero when they called the timeout. Then they did the measurement, but the refs never announced that they gave the timeout back. But clearly they did, because they allowed them to challenge, which they won, so they kept that final timeout.

At least, that's the way I thought it went down. It was confusing because the refs never explained what happened.
