Yeah I agree with your premise, but I think Hall gives you a better chance.
My debatable personal opinion is that Hall is just as accurate as Romney but also is a running threat, moreso than Romney.
I think Hall would have also looked great, like Romney did, if he had the play calling we saw against Boise. The whole team looked different in that game.
I think you go with Hall because of those reasons and if he's struggling through the first half of the game you send out Romney for the second half.
