That not entirely true...
Hall and Romney split the reps in spring, with Hall getting a little bit more. Hall took the job then. By Fall most of the reps went to Wilson but who was going to be the backup was won in spring ball where Hall outperformed Romney.
Now I am one who does not believe PWOs like Romney always get a fair shake when competing with scholarship players like Hall but in this case Hall did outperform him over time to earn that position.
