Harward stated in the request to receive the waiver.
Depending on the reason or condition would possibly suggest that Pope is breaking the rules. But again, it’s the player and the compliance office that does the paperwork and not the coach. So I am not sure how Pope would be breaking the rules.
Perhaps he took Harward off of scholarship after taking the BYU job, hence making Harvard a free agent. Okay, just joking there...

Waivers usually depend on the school the player comes from. If they are ok with it, it is granted. If not, then no.
