Though the 49ers haven't been a model of QB stability they've had some decent QBs in Smith and Kaepernick. Good enough to deliver the ball to receivers at least.
What's interesting though is that the receivers the Niners draft just flame out of the league and don't latch on to other teams. Perhaps its because they haven't been able to showcase their skills due to QB/offensive system/etc.
