I don't think he has any scholarship limitations at Navy
on the number of "scholarship athletes" because all students at Navy are automatically on scholarship. So he can "sign" 50 kids a year if he wants, because he has no NCAA counters.

I could be completely wrong about this, but that's how I remember the rule working when I looked at it years ago. Navy (and AF and Army) don't have any "scholarship" athletes, so they have no 25/year or 85/total limitations. So basically the entire team is always on scholarship.

That one advantage is significantly outweighed, IMO, by the height/weight restrictions and the service requirement, but it is one thing that the academies have going for them.
