OK, my experience...
First, for $500 you can get a pretty darn good Bass and practice amp. I would not consider that necessarily a beginners budget.

My son #4 had shown interest in a bass guitar. He was playing his buddy's bass in their neighborhood band. I was skeptical of his commitment- but told him I would buy a less expensive bass and amp for him to learn on. I spent $90 on amazon for an no-name bass and amp combo.

My son played it quite a bit. He was also playing the other instruments in the band a bit. So I bought him an electric guitar that looked cool, but wasn't expensive. Finally, when it was clear he was serious enough about playing, I bought a cool looking Ibanez bass and a (40 watt?) amp and accessories for about what your "beginners" budget is. It has been great. The amp is even good enough for the small gigs (high school battle of the bands, concert in the back yard, play for a ward function).

Don't tell him this, but if he continues to be a good kid, he will probable get a nicer electric guitar at some point.
