Holiday bowl has a deal they need 5 different teams in 6 years

Seems all the bowl affiliates prefer a different team every year (5 different teams in 6 years) . Wisconsin Rose bowl. Not sure who gets thr Citrus bowl, but Penn State and Minnesota possible, maybe Iowa?. The other gets outback bowl. Michigan then left for Holiday bowl
