The best way to quickly improve parity is to cut scholarships to 80, or maybe
even 75, IMO. This would stop elite teams from stockpiling as much talent as they do now.

Another idea is to limit teams to no more than 6 home games and/or mandate at least one true OOC road game per year. Many big programs play 7 or 8 home games every year, and only play an OOC road game every 2-3 years, or less. For example, Michigan and tOSU played all of their non-conference games at home this year, and Bama hasn’t played a true road game OOC in many years — since 2011, I believe.

This wouldn’t directly even out distribution of talent, but would help even out W-L records, give lesser programs better home schedules to sell to recruits and fans, and better separate contenders from pretenders.
