Have you honestly never had a tire go out of balance before? Really?
I have. It wobbles.

Usually it wobbles as you gain speed - and usually if your tire starts to wobble as you are gaining speed and the wobbling increases as your speed increases, it's disconcerting enough that you reduce speed to reduce the wobble. Anyone who continues to increase speed with an increasing wobble was going to find a way to get themselves into an accident regardless of someone else putting weights on their rims.

It would be a horrible inconvenience. It might even be costly if someone decided their vehicle is damaged and they ended up getting it towed to the shop.

But it would take a lot extremely poor decision making for an out of balance tire to honestly put people's lives at risk.
