It's definitely a "win now" move. You don't do it unless you think it gives you a legit shot to knock off the Lakers or Clips in the WC finals and advance to the Championship (and man, I don't know if it does). Hopefully Conley is back soon and we see if Ingles can continue to play well when everyone's roles change a little bit and if Conley can be more effective. The late January/early February stretch is brutal, and if the Jazz play well with Conley back during that stretch, then you obviously stand pat.

But I worry that even if Conley does play well in his return, you still are one big short, and the Lakers will abuse that weakness in the playoffs. There will probably be some options available close to the trade deadline, but the Jazz have limited assets to make a deal. (They basically have a 2021 2nd-rounder from Golden State they can trade). Maybe they can get someone like Taj Gibson from the Knicks, or sign someone like Bismack Biyombo on the buyout market, but you're really limited to those kinds of basically insignificant moves unless you include Conley in a deal.
