it's no different in football either, they disguise the plays they're sending in using hand signals and signs and if someone guesses what they are and counters it then that is part of the game. But if one team set up video to record it, have guys in some video room analyzing it and sending it down to the sideline that would be considered cheating. It's different than just seeing something in the flow of the game and guessing it.
