You could make a case that Griffey/Jeter would both fly in and you can only vote for 10 candidates
So it could make sense if there are more people you want to vote for to drop the obvious guys in order to help a down ballot candidate.
Regardless, there should be more transparency to see if that was the reason or if it was something else. The BWAA voted to make all ballots public, and the HOF rejected it to protect the dummies. Whatever.
