Kind of. My senior daughter's weighted 4.6 is a 4.0 in BYU's eyes
because she has As in all her classes. They don't credit her anything extra for her 25+ honors or AP classes beyond recognizing the AP credit that will get her out of her first 2 or 3 semesters of college. And honestly, that's ok. Kids shouldn't take harder classes just to score a GPA bump.
