are gazing at their lap. I don't mind the people who have it mounted and poke at it occasionally. It's pretty much impossible to text that way anyway so they are probably just doing gps or music. But it's also up at a level where they can still see the road. When I see people glancing or looking down and they have a phone in their hand, that's when I think they should start getting in big trouble.
