Probably. There is probably also an issue with understanding what DUI is and what texting is. When people talk about DUI
are they just talking about over the legal limit or having had any alcohol whatsoever? When they say "texting" do they mean phone in hand sending a message? Or do they mean GPS up on a mounted phone and you poke a button on screen once every 10 miles?
