the government tends to only focus on phones. What's the difference between glancing at your phone and checking your speed? Or touching your phone and changing the radio station or turning up the a/c? I'm not justifying texting while driving at all, but there are so many distractions and that is not going to change. People need to use common sense and reduce phone usage while driving but there are tons of other distractions that should be avoided as well.
