I think the only argument here is that the article comes off as downplaying how bad drunk driving is by making it seem less dangerous than being on your cell phone. When the numbers clearly show that both are dangerous but drunk driving is still more dangerous and still kills more each year. As Superkid stated above if you are on your cell phone and get distracted you could still have the reflexes of a normal person and be unimpaired by looking up. You can’t say the same with drunk drivers.
