Depends on how they ducted it. If the same central duct feeds both the
basement and first floor, there's not much you can do other than buying space heaters for the basement. If there are separate main ducts for the basement and first floor, then you can expand on the zone damper system it sounds like the first and second floor were set up with. Just add a third damper and tie in a third thermostat to the system.
