Punish the players who actually cheated? 

I just see the Astros players now, laughing their yewts off when MLB cracks down on a pitcher who beans one them, and once again the cheaters go Scott-Free.

If MLB doesn't want Astros getting hit on a regular basis, they need to do the right thing and penalize the cheaters.
