Yes, if they could have proven it without granting immunity. Once they granted
immunity, of course they should not have been punished. To me the big question is whether or not they could have gotten adequate evidence without granting immunity; if they could have done so then it was a big mistake to grant immunity, but most people close to the situation have said it was necessary to grant immunity to really get to the bottom of what was going on.
