Unless he’s SPECIFICALLY trained to do a specific service for her, he’s not a
service animal. Even if the horse is behaviorally trained, if it doesn’t have a task she can’t get along without then she doesn’t need one.
But they didn’t really say in the article way she claims she needed it for. That doesn’t necessarily mean she doesn’t (it could detect seizures before they happen or something) have a trained purpose for it. They could’ve just bit reported it.
