That was true last year, it isn't true this year.
The NET rankings for the Pac-12 are pretty good this year:
Arizona - 7
Colorado - 18
Oregon - 20
Stanford - 31
ASU - 41
USC - 47
UW - 65 (they haven't been the same since their PG got hurt)
OSU - 68
UCLA - 76
Utah - 80
WSU - 121
Cal - 141
That's 4-6 good teams and 4-6 decent or average ones, with two terrible ones at the bottom.
