No, it it isn't. It's asking landlords to let those students who want out of the final month of their contract.

Not all students have left because many really can't. The vast majority of contracts for BYU housing run through April. March rent would have been paid already.

BYU is asking landlords to let those students who have already left out of their last month. It's not placing the full burden on the landlord, it's sharing the burden.

I was at 2 different BYU-approved apartment complexes just Wednesday night. The parking lots were still very full. Many students still want to remain. My 2 oldest are among these. In the case of both my son and my daughter, each in 4 person apartments, 2 have left and 2 remain. The landlords would still receive half the rent for April for those apartments.

Now, that may not be the case for all aoartments--some may be completely empty, whereas others may be mostly full. But the point remains since many students ARE still remaining, and this is only the last month of the contract, it's definitely asking landlords to share the burden, not force there students to shoulder the whole thing.
