How is it sharing the burden for those kids who signed a contract and now are let off of their obligation? If you were

proposing that the kids who leave pay only half, that would be sharing the burden. The kids who are staying and fulfilling their contracts are still getting the shelter they contracted for. So there's not sharing of the burden with them. You want the owners of the property to take the full hit for every kid who leaves before the contract is fulfilled.
