Just because you don't like the proposal doesn't mean it's useless.
Locking in contracts for next year can obviously be useful.
But you showed your hand. Landlords like having the BYU approved housing designation because it limits supply. In your mind there's no need for them to offer a compromise because they have monopoly power that BYU grants. When BYU tells their students to go home, they don't want to share in that risk in a time of crisis.

Landlords have mortgages, sometimes huge mortgages, that they have taken out to provide that housing. Hence contracts.
