there needs to be a quantifiable point, goal or end. If the goal is preventing your mom from dying, and she doesn't die, then you would have a difficult time defending your stance that there was an overreaction.

If your mom dies from COVID19 and the goal was to keep her from dying, then you could definitively say that there was not enough reaction.

What is the goal? Keep Disneyland open, my brother not losing his job, being able to take a vacation to New York, fewer deaths than Italy per capita, fewer deaths than Mexico per capita?
