The report said, if we continue on as we are doing, we will face drastic consequences. We stopped carrying on as we were; he then said, because we are not carrying on as we were, we should be able to avoid drastic consequences.

That’s not walking back. They called for measures to prevent deaths. Those measures are being taken and it will, we should expect, prevent deaths.
