I think it's in part...

because the suppression strategies currently imposed are more intensive than what they modeled for, so they're guessing that the final numbers will be lower as well. For example, they used an estimate of 25% of schools/universities staying open, and it's pretty close to 0% now. Someone should probe on that point though.
