it's not clearly stated in the law

It will probably come down to when they process the checks - or a TBD date between now and then. They technically could have locked it all down today since that's when the bill was signed, but that's unlikely. I'd bet if you file today your 2019 taxes would count.

IRS will look to the most recent filed return. 19 if filed, 18 if not.
