How can you have a peak so long as R0 is above 1.0? It's going to grow.
To break the cycle of exponential growth, you have to get the R0 below 1.0, otherwise there are more people infected in every iteration. Obviously 1.2 is still a lot better than 2.4, but it's still exponential growth of 20% from one generation of infections to the next.
