R0 is the infection rate at the beginning of the spread.
R0 is just the initial value, R = R0 * Lambda(t) in the model I have were Lambda goes down over time as more people recover.
Lambda(0) = 1
Lambda(inf) = % of population still susceptible after the infection dies out.
